Iran is prepared to reinitiate atomic negotiations with Washington provided that it is treated with "dignity" and "honor", Tehran's top diplomat has announced.

The Iranian diplomat said solely negotiations worked, and revealed recent overtures had originated from intermediaries to restart talks with the US government. He said Iran did not have secret atomic facilities, and Iran could not yet authorize the global atomic watchdog to access bombed nuclear sites for protective measures.

Navigating a Difficult Course

The foreign minister is treading a challenging route since Iran does not want be perceived to be proceeding from a position of disadvantage, and he insisted repeatedly that Iran had come out more resilient in military terms and mentally from the coordinated strike on its atomic facilities in June.

He was talking at a security conference in Tehran where he reaffirmed that Iran had "an absolute privilege to enrich uranium within its borders that it will perpetually retain" – the key factor of the stalemate in the previous talks.

Prior Discussions Unexpectedly Terminated

The earlier sessions of talks between the United States and Iran were concluded unexpectedly and bitter end on 12 June when the Israeli government, with Washington's assistance, attacked Tehran's atomic facilities in a fortnight-long engagement that concluded with Donald Trump asserting the locations had been obliterated. Following this, EU nations used their right to reimpose international penalties, but Iran insists they have not had a major impact.

Magic Solution Offered

Iranian officials said they felt they had attained a "perfect agreement" to the nuclear fuel concern in previous talks, when it was decided an Iran-based consortium with American involvement could enrich uranium. The two nations would have been able to claim victory since domestic enrichment would have continued and the US could be certain that Iran's nuclear programme was solely for peaceful purposes.

It had not been agreed in the negotiations that American atomic experts could function within Iranian territory, but that was a logical implication of the cooperative offer. Officials claimed three times they had reached agreement with Washington's diplomat the US official only for the agreement to disintegrate due to "detractors in America".

Current Position

Iranian officials stated the partnership proposal was now off the table, but it seems highly likely the offer could be resurrected in some form if discussions reopen.

Trump recently claimed he had been getting signals that Iran desired to reopen negotiations, but privately Iranian officials state they are not yet getting clear proposals from Washington either directly or from important Middle Eastern intermediaries, such as the Qatari government, the Egyptian leadership, the Omani authorities and Saudi Arabia. The Iranian foreign ministry has been accused of non-responsiveness in the aftermath of Trump's direct instinctive approach, but Iran asserts diplomacy is not part of a spectacle.

Political Position

In his speech to the conference, aimed to paint the US as a controlling nation that exploits the idea of worldwide standards, the foreign minister stated the 12-day war demonstrated the conflict could not be settled by military means. He said the strikes started with a US demand for an unconditional Iranian surrender and concluded with an complete request for a halt to hostilities.

Iran is convinced the initial Israeli attacks were carried out with full US knowledge and coordination, making faith difficult to restore.

Diplomacy Stays the Final Solution

The foreign minister declared: "Tehran was not the one that had fled dialogue; it was the United States and the Western nations that had consistently attempted to enforce their demands during the negotiations. Negotiations can still be alive and continues the ultimate answer to settle conflicts, but its criteria, rules and fundamentals must be followed."

Recovery and Rebuilding

In what is described by Iran's diplomats as the struggle of repair and rebuilding, Araghchi claimed he was confident Iran's military capacities "are much stronger than preceding 13 or 14 June of this year. All our capabilities have been reestablished. We acquired numerous insights from this engagement; we have discovered our personal limitations and the vulnerabilities of the opponent."

He added: "We successfully passed this war. Our enrichment knowledge, which they aimed to obliterate, continues to exist. The facilities and equipment, if destroyed, will be rebuilt; what is essential is the will of the nation of Iran and then the national cohesion that they aimed at, but were unable to shatter. The citizens of Tehran have become stronger, more cohesive, and more backing of the administration and the nation in the wake of this attack."
