UK Councils Intend to Dispose of Social Clubs and Leisure Facilities to Manage Finances

According to a latest study of municipal councils, English councils are planning to offload community centers, sports centres, and retail spaces as they bet on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for major urban areas in the UK stated that 60% of councils are intending to sell assets to meet the rising costs of adult and children’s social care.

Councils have previously faced criticism for selling playing fields and open spaces to support their budgets, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of councils seeking to generate funds from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on service redesigns and utilising financial reserves to weather growing fiscal pressures.”

Specific Examples of Planned Sales

One local authority in southeast England said its asset disposal plan featured the disposal of a shopping centre in Rainham and a community venue in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Wider Financial Strains

The survey of local authorities in the coalition, which includes several urban centers, further found that over seven in ten of councils will have to raise council taxes next spring to cover the rising cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these take time to deliver both improved services and financial savings,” stated a council leader.

He added: “We face demographic pressures which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Trends and Projections

Research of regional authorities this week further found council budgets being stretched by the growing number of children and adults requiring special educational assistance.

A network of councils said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the Send system until next year after a white paper outlining those changes was recently delayed.

Disadvantage and Funding Shortfalls

Based on the most recent deprivation measures (IMD) for English councils, several key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 IMD measures,” noted the report.

“Although only one key city is in the top 10 for disadvantaged communities nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of challenges confronting local leaders across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the need for a fair and sustainable funding system that accounts for and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey revealed.
